The states of Varnia (Varnian: Varnske stater) are the top-level constituent entities of Varnia, and the parties to the Varnian Federal Republic. Varnia has 22 federal divisions, a number that has been constant since 1931, when the District of Fribourg was separated from Rugeland to form its own district.

According to the Varnian Constitution, the Varnian Federal Republic consists of districts, provinces and lands of equal importance, plus the three Varnian states that formed the Varnian Republic in 1809 and unified Varnia during the Varnian Revolutionary Wars, which have some reserved constitutional rights.

There are nine districts, eight of which were formed from Praetannic settlements, or Varnian cities with large Praetannic trading quarters after the Varnian Revolutionary Wars stamped out Common Law influence. The six provinces were formed from former nations that were turned into semi-autonomous sister republics and later annexed during the 19th century. The four lands were directly annexed into the First Varnian Republic during the Revolutionary Wars and granted some autonomy when the federal republic was established in 1821. The three original Varnian states originally unified into the Varnian Republic, but tensions during and in the immediate aftermath of the Revolutionary Wars lead to the formation of a federal republic.

Characteristics

The different classes of constituencies generally share some characteristics related to how they were created originally. For example, the three original states share very similar political systems, as they were all based on the common directorial republican system established in the First Varnian Republic at the end of the Varnian Revolution. All three are ruled by a directorial council (Named the Council of State in Varnrik), with a state conference that assembles at regular intervals to appoint the council and other state officials. Some differences exist, such as the requirements for the right to vote. In Varnrik, the original Republican system of professional association-based suffrage is used, while in Vestmar and Orkdal a weighted system of franchise is used, based on tax receipts and net worth respectively.

In the four lands, which were directly annexed into the First Varnian Republic, the system of government revolves around federally appointed Governor-Generals. These are appointed by the federal Conference and have wide ranging powers, exceeding even that of the federal directory, in governing the lands. In Eustmar, constitutional changes have largely limited the Governor-General's powers to a veto on laws and appropriations, with day-to-day governing done by a state directory, appointed by a state conference, as in the federal government, but in the other three, the Governor-Generals retain most of their powers, overseen by a legislative body. In Rugeland and Opplandet, constitutional changes have introduced departmental conferences, which elect delegates to the legislature, while in Hordaland the representatives are elected in direct elections. Eustmar has introduced universal suffrage for all citizens who pay income tax, while the remaining lands have a poll tax, where you pay a one-time fee to vote in elections.

The six provinces, which were largely set up under the rule of local republican revolutionaries, largely retain their republican governments, with the exception of Theilmark and Kapperberg, which have adopted different systems. In Theilmark, universal suffrage has been introduced, where all citizens above the age of 25 are eligible for vote for a First Citizen as the executive officer of the government, checked by a bicameral body consisting of a Senate and a Chamber of Representatives. In Kapperberg, franchise is limited to land owners, who can vote for a President and representatives in a bicameral legislative body. The remaining provinces largely retain republican systems, where provincial conferences appoint a directory to run the province between meetings of the conference, with professional associations determining suffrage.

The nine districts, owing to their independent nature prior to their inclusion in the Varnian Republic, have very varied forms of government, ranging from constitutional monarchy in Myercie, through to Lake Griffith, which is still controlled by the shareholders and board of directors of the Griffith & Co Mining Corporation, though the original shares, held by Praetannic investors, were all expropriated by the First Varnian Republic. The Varnian state still owns 31% of the GCMC.
